In all its operations CIRDA, focuses mostly on children, women and youths and vulnerable families, unaccompanied Children, IDPs and Returnees.

Specifically, the programme serves the following vulnerable categories listed below;

• Marginalized (IDPs- Women, men, boys and girls, dropouts, elderly and disabled, Female-headed/elderly-headed HHs)

• Extremely poor
• HHs taking care of malnourished children
• HHs eating less than two meals a day
• HHs of minority clans (available members of minority clans existence in the village)
• HH not benefiting from other assistance with another agency.
• Any other HH under any given set vulnerability criteria
